Traction Management Services is the trading name for John Snelson & Associates, who specialise in financial and cost management systems, calibration, performance measurement, activity based costing and the quantification of public service obligations in Government Owned Enterprises and State Owned Corporations.

Our team brings a professional level of commercial know-how, management and integrity to commercialising Lines of Business in trading organisations, specifically activity based costing, pricing and PSOs in the following industries shown on the right.This often involves the following principles :

  • Clear and non-conflicting objectives having quantified and set up a process for compensation for PSOs
  • Assignment of management responsibility and authority to enable action to achieve stated objectives
  • Independent, external monitoring of performance against agreed targets
  • Rewards and sanctions commensurate with performance according to results
  • Competitive neutrality, ensuring that operations and performance are not distorted by privileges or handicaps arising from government ownership
  • Level playing field, which as well as being level - is not "tilted" by balance sheets that show loans in perpetuity, capital "of a nature yet to be determined", unfunded staff entitlements, assets whose value is not supported in the accounts, leases that have not been treated in accordance with IFRS and IFAC principles.

    TMS specialises in the commercialisation of these utilities and has worked extensively in Australia, India, South Korea, Malaysia, Indonesia and New Zealand on the establishment and performance improvement of State Owned Enterprises, leading to full corporatisation and in some cases privatisation.
